Job Description

As an ICT COMMERCIAL MANAGER (Inside IR35) your main responsibilities would be:

The ICT Commercial Manager will be part of Consular Services Department, working closely with project managers, Senior Programme Manager and ICT Commercial category and programme colleagues
This is a hands-on role, with strong strategic contract management, procurement, programme/project management and Supplier Relationship Management (SRM) being critical skills
Work with the ICT Commercial function to develop and implement a ICT Commercial vision for the Resilient 24/7 Consular Services Programme of, translating the vision into an actionable strategy and plan, and informing future contract management planning and delivery.
Build on and develop the programme commercial and procurement strategy
Oversee the Integrated Case Management and Seamless Journey Delivery partner ITT, oversee the evaluation panel and make commercial recommendations.
Work with Commercial ICT to negotiate and agree contract, including preparing Statements of Work setting out robust SLAs to monitor the quality of service provided.
Work with the Portfolio Manager to manage the pipeline of procurements and lead on the re-procurement of all services within the Programme.
Advise on and offer commercial contract management expertise and work with stakeholders across the FCDO to provide advice, direction and assurance on all commercial issues acting as the lead contract manager for all contracts within the Programme (where required

Essential Criteria:



A good working knowledge of category management and experience in the ICT category – ESSENTIAL

Business case and – ESSENTIAL

Experience of delivering high value commercial/procurement projects in the public sector or a complex commercial environment – ESSENTIAL

A solid understanding of procurement processes with experience of developing procurement strategies with stakeholders through a range of commercial models, experience of Public Contract Regulations 2015, Official Journal of the European Union (OJEU) and Crown Commercial Service (CCS) or similar Frameworks -ESSENTIAL

Excellent communication and influencing skills with the ability to engage effectively with staff at all levels – ESSENTIAL

Good commercial awareness and judgement with the ability to understand, control and mitigate risks and take decisions based on well thought out conclusions and recommendations – ESSENTIAL

Evidence of programme management – ESSENTIAL
